The Consumer Advisory Services are a nationwide service that provides information on consumer rights and mediation assistance in disputes between consumers and businesses.

In addition to traditional consumer matters, advice is given on issues such as housing and real estate transactions and disputes over tenancy agreements. The advice is aimed at consumers, businesses and others who need advice and guidance

Advising tenants and landlords on residential tenancies (including letting agency services), shareholders on housing company matters, and right of occupancy holders and residents on right of occupancy issues. The advice is provided by lawyers of the Consumers’ Union of Finland.

All real estate agencies are supervised by the Regional State Administrative Agencies (AVI). You can report suspected improper practice by a real estate agency to AVI, either in free format or using a form. The report must specify which of the broker’s actions or practices the reporter considers to be incorrect or inappropriate. Where possible, the report should be accompanied by relevant documents (such as a sales brochure, purchase offer, deed of sale or assignment contract). 

AVI monitors the legality of real estate agencies’ activities, for example, by processing notifications made of their activities, carrying out monitoring visits to the firms and supervising their marketing advertisements. AVI may impose an administrative sanction (warning or temporary ban) on the brokerage firm for non-compliance.
